/NOTICE OF PRIMARY ELECTION CARTERET, NORTH CAROLINA
A primary election will be held on Tuesday, April 30, 2019 in Carteret County to vote in the following contest: U.S. House of Representatives, District 3.
Polls will be open from 6:30 a.m. to 7:30 p.m. on the day of the election, Tuesday, April 30. One-stop early voting will be held at the Carteret County Board of Elections office located at 1702 Live Oak Street, Beaufort, North Carolina 28516 and Western Park Community Center located at 275 Old Highway 58, Cedar Point, North Carolina 28584. One-stop early voting will be open from Wednesday, April 10 until Saturday April 27. One-Stop early voting hours are from 7:00 a.m. until 7:00 p.m. Monday through Friday with Saturday April 27 being the only weekend day in which to vote from 8:00 a.m. until 1:00 p.m. Canvass will be held in the Carteret Board of Elections office at 11:00 a.m. on Friday, May 10.
Absentee voting by mail is available. Requests for an absentee ballot must be made on an absentee request form (available on the State Board of Elections website and at the county board of elections office), and must be received in the Carteret County Board of Elections office by 5:00 p.m. on Tuesday, April 23. Absentee voting requires the voter to complete an application on the return envelope that must be witnessed by two qualified persons or a notary public. Completed absentee ballots must be returned to the Carteret County Board of Elections by 5:00 p.m. on Election Day (ballots received by mail after this time will be timely if received within three business days and postmarked by Election Day). Voters may receive assistance voting a mail-in absentee ballot from a qualified person of their choice. If the voter lives in a facility such as a nursing home, and the voter’s near relative or legal guardian is not available, the voter or the facility can arrange to have the county board of elections schedule a visit by a Multipartisan Assistance Team to provide assistance and witnesses.
Voters voting in person are entitled to assistance by an election official, or, if assistance is needed due to disability or illiteracy, by a qualified person of their choice. Voting sites are accessible to all voters. Curbside voting is available for voters who are not able to enter voting sites.
All persons who are registered unaffiliated or with the Democratic, Libertarian or Republican parties and who are registered to vote with the Carteret County Board of Elections may vote in this election. Persons who are not already registered to vote in the county must register by Friday, April 5 to be eligible to vote in this election. Voters who are not registered in the county by that deadline may register and vote during one stop early voting only, and will be required to provide documentation of their residence. Voters who wish to change party affiliation or who have changed name or address must do so by the registration deadline. Voters who fail to timely make a change in name or address in the county must update the information when presenting to vote, and may be required to vote a provisional ballot.

Shackleford Banks Cleanup!
/Shackleford Banks received the brunt of the trash washed out of North River and Back Sound by Hurricane Florence. The park, the Foundation for Shackleford Horses and Carteret Big Sweep invite volunteers to spend a morning cleaning up the west end of Shackleford Banks. Island Ferry Express Services is providing free ferry passage, plus donuts and coffee, to those who contribute half a day of work on Saturday, April 13.
Down East Scouts Sponsoring Ham Dinner
/The Friends of Scouting announce a Ham Dinner that support their Scouts. The money they make at these fundraisers goes to keeping the building going, the vans going (insurance isn’t cheap!) and they even do scholarships for graduating seniors who are going to college.
It takes a village and they truly appreciate all that support their youth!!!

Climbing Cape Lookout Lighthouse
/Cape Lookout Lighthouse will be open to climb beginning May 15 through September 15
Climbing the lighthouse is a wonderful experience - especially when you get to the top! Self-guiding tours of up to 10 people will begin every 15 minutes during the hours of operation. Tours begin at 10:15 a.m. and end at 4:00 p.m. The ticket office opens at 10:00 a.m. and closes at 3:50 p.m.

Cape Lookout National Seashore Announces Student Art Exhibition
/Cape Lookout National Seashore, in partnership with the International Fiber Collaborative (IFC), announces a student art exhibition themed, Connect with the Rhythms of Nature on the Southern Outer Banks.
The exhibit features over 60 mediums of varying compositions completed by 470 student artists representing 19 public and private schools from around North Carolina.
The main exhibit will be on display at the Harkers Island Visitor Center (131 Charles Street, Harkers Island, NC 28531) from Saturday, March 9 through Monday, September 9, 2019. A satellite-exhibition of the art will also be on display at the Beaufort Visitor Information Center (Beaufort Town Hall at 701 Front Street, Beaufort, NC 28516) beginning on March 25, when the park information center reopens for the 2019 season.
The International Fiber Collaborative (IFC) was founded in 2008 as a 501(c)(3) non-profit organization. They develop and promote community programs that create collaborative opportunities in art and civic engagement that link learning and creativity in the arts to science, math, engineering, and the humanities. Public programming has been a catalyst for creativity in health care facilities, libraries, schools, museums, and other locations.
The IFC is proud of its efforts in engaging others in community art making, as their growth and success signify the degree to which the organization’s purpose/need is affirmed. For more information on the International Fiber Collaboration, checkout their website, www.ifcprojects.com.

CORE SOUND MUSEUM NEEDS YOUR HELP TO 'RAISE OUR ROOF!"
/It's time to RAISE OUR ROOF!
Below is a message from Core Sound Museum & Heritage Center. The museum suffered substantial damage during Hurricane Florence, with the roof. If you can help with this project by making a monetary donation, the museum will be greatly appreciative.
Our insurance WILL be paying for a shingle roof replacement - but that just doesn't work down here "at the end of the road" now, so we're making sure we are ready for the next storm with a COMMERCIAL-GRADE METAL ROOF! (Let'er blow!)
As of March 15 contributions for the RAISE OUR ROOF campaign total $21,565, representing 141 givers in amounts from $10 to $1000. THANK YOU!
We have grant applications and corporate proposals underway, but nothing counts like YOUR gifts. When we report how many people are giving to those funders, it makes a difference. Please keep those gifts coming in.
Today we signed the contract for our new roof, believing - and knowing - that our members, friends and supporters will come through. YOU are the "how and the why" we are here!

We have a persistent problem - - TRASH!
/Down East, like many other areas around the state and country, has a persistent problem; and the problem is trash along our roadways. It is definitely a huge problem - but one that we can control as WE are the real problem.
Last week, a crew came through the area and picked up all the trash along the road, including the ditches. It didn’t take 24 hours before the trash began to pile up again. In my yard alone, there are plastic drink bottles, soft drink cans, paper bags, and plastic bags. If you look on the east side of the Ward’s Creek Bridge, you will see a couple of chairs and other trash that someone has dropped off in the marsh. If only they had driven a few more miles, they could have actually disposed of the items at the convenience site!
Now along the Harkers Island Road, you will see the “LITTERING IS ILLEGAL” signs erected, again as they were some years ago, indicating a $1,000 fine for littering. This should serve as a warning to all about the cost of throwing out their trash.
However, signs alone will not help curb the amount of trash people are throwing out of their car windows. It will take each of us reminding our friends, family, and neighbors that discarding trash out of their car windows impacts us all and makes our communities look “trashy.”
I challenge residents and visitors alike to make an effort to remind folks about making sure trash is disposed of properly - - and not out the window!

STRIKE OUT CANCER - Pepe Strong Fundraiser
/Down East is definitely a wonderful place to live! The communities in which live experience the joy of being neighbors every day and this is witnessed and experienced during hurricane recovery, tragic events, loss of loved ones, or when facing horrific medical diagnoses. And now the communities are coming together again.
A local man, who is a son, husband, and father is facing a cancer diagnoses. Having been enduring treatments, expenses have also begun to mount. So, as Down East always does, there will be a fundraiser for Pepe Rodriguez, Friday, March 15. Details of the event are below.
The organizers are that you join them on March 15 beginning at 11 am. Fat Fella's Chicken and Down East BBQ will be cooked at the lodge for lunch. There will also be a bake sale. Tickets on sale now until the March 12. They will also be delivering to numerous drop off points in the county.

Diamond City Homecoming
/Save the date ... Saturday, August 17, 2019
This year’s celebration will be bringing together the families of Shackleford Banks who migrated to Salter Path, Promise Land and Harkers Island ~ Down East to celebrate the120th Anniversary of the Storm of '1899 that drove their Shackleford Banks ancestors to higher ground.
First project --- looking for pictures of Diamond City residents. Any images you have - even after they have moved to the mainland will be greatly appreciated. Contact the museum, of visit their Facebook page, to provide the photo(s) with names, dates, locations, etc.
The video from the 2014 Diamond City Homecoming is in production. The museum will have those by early summer.
The museum will be calling a meeting soon to plan the day. They know they are going back to Wade's Shore Cemetery and the Cape. Contact Karen Amspacher with your ideas.

/Down East Council will be meeting tonight at the Davis Fire Department beginning at 7:00 pm. All Down East residents are encouraged to attend.

Good Things Happening Down East
/As we start a new year, there’s always hope for fresh starts and new beginnings. It’s rather like starting a new school year or a new semester - clean starts give us encouragement that our lives can and will be better! After the recovery from Hurricane Florence, this “2019 new beginning” is especially refreshing.
So, we’ve decided we need to share good news Down East! So here’s our new beginning as we spread some good news!!
Lookout Grocery reopened yesterday! For many folks Down East, this was great news to their ears!! This grocery store is owned by the Mark and Janet Eakes. Congratulations Lookout Grocery!
Budsin Electric Boats, located in Marshallberg, posted a pic of one of their boats now enjoying it’s new home in Amsterdam!! Tom Hesselink owns and operates Budsin Electric Boats. The canvas top was manufactured by Coastal Canvas of Straits, owned by Michael and Joyce Sasser.
Down East Christmas Parade Was a Great Success!

Down East Council December meeting
/Down East Council will meet Tuesday night at the Davis Fire Department at 7:00 pm. All Down East residents are encouraged and invited to attend.
On the agenda:
Katherine Steele, principal of East Carteret High School, will present information about the Career Center they are hoping to develop. It will be beneficial for all of Down East.
Pruitt Health, located at Sea Level, will be relocating to a location in Beaufort. Dr. Besen, a clinical psychologist, will be attending to discuss ideas and possibilities for the Sea Level facility. The Council would like present our suggestions to the county commissioners.
Both topics are areas of interest for all residents.
Proposed Price Increase for Cape Lookout Cabins
/Cape Lookout National Seashore will hold civic engagement through the Planning, Environment, and Public Comment website (https://parkplanning.nps.gov) to discuss possible fee increases in 2019. The park is proposing the removal of seasonal rental rates and moving to a flat rate (8.5% increase of the Spring/Fall rate) for each cabin. These rates can be viewed on the park website at www.nps.gov/calo. The park has not raised the cabin fees since they began administering the camps in 2009.
These funds have been used in the past for improvements to both camp bathhouses, adding outdoor showers, and installing handicap accessible ramps. Additional revenue raised by a fee increase would help with upgrading the fueling stations, water and waste water systems.
Cape Lookout National Seashore is a strong economic engine for the surrounding area. In 2017, more than 399,000 park visitors contributed $20.9 million to the local economy and supported 309 jobs related to tourism.
Civic engagement will take place via the Planning, Environment, and Public Comment (PEPC) website (https://parkplanning.nps.gov). Visitors may then search by park or by the reference number 84742 and enter their comments.
Following the public comment period, feedback will determine how, or if, a fee increase would be implemented.
